The e-challan system implemented on the Mumbai-Pune expressways has caused dissatisfaction among transporters due to its low recovery rate of just 9% of the Rs 269 crore in fines issued since its inception in 2021. The system, designed to penalize traffic violations through automatic number plate recognition, has resulted in over 1.2 million e-challans, but only Rs 24 crore has been collected. Transporters argue that the system is flawed, as many fines are issued incorrectly due to issues like number plate misreading or vehicles being wrongly identified. They also face challenges in contesting these fines, as the process is cumbersome and often requires physical visits to RTO offices. The Maharashtra government is aware of these issues and is considering improvements to the system, including better verification processes and an easier method for disputing fines.
