TOOELE COUNTY, Utah - March 20th, 2026 - A significant road construction project planned for State Route 301 in Tooele County is generating friction between county officials and local business owners, who fear the improvements aimed at easing traffic flow will come at a substantial cost to their livelihoods. While the county touts the project as a vital infrastructure upgrade, business owners along the affected stretch of highway are voicing concerns over reduced visibility, access limitations, delivery disruptions, and parking challenges.

The proposed project, officially titled the "SR-301 Corridor Enhancement Project", intends to widen sections of the highway, add turning lanes, and improve signaling to alleviate congestion, particularly during peak hours. County Commissioner Shawn Black maintains that the long-term benefits will outweigh the short-term inconvenience. "This project is crucial for the continued growth and economic vitality of Tooele County," Black stated in a press briefing earlier this week. "Improved transportation infrastructure attracts new businesses, facilitates commerce, and ultimately benefits everyone."

However, businesses directly impacted by the construction disagree with this assessment, at least in the short-term. Maria Perea, owner of the popular Maria's Mexican Restaurant, expressed deep apprehension about the project's potential to drastically reduce her restaurant's visibility. "We rely heavily on passing traffic. People see the restaurant, decide to stop, and that's how we get a significant portion of our business. If the construction blocks that view, it will be devastating," Perea explained. Her concerns echo those of other businesses situated directly along SR-301, many of whom operate on relatively thin margins.

Beyond visibility, access is a major sticking point. Kevin Henderson, owner of Henderson's Farm Fresh Market, highlighted the critical importance of timely deliveries. "We operate a grocery store; fresh produce and perishable goods are the lifeblood of our business. If trucks can't easily access our loading docks due to construction, we risk spoilage, shortages, and ultimately, lost customers. The county needs to ensure uninterrupted deliveries throughout the construction period," he emphasized.

Parking, already a challenge in the area, is expected to become even more scarce during construction. Perea fears that reduced parking availability will deter customers, particularly during peak meal times. "Our customers already struggle to find parking sometimes. Taking away even more spaces will push them to go elsewhere," she said.

The county insists it's aware of these concerns and committed to mitigating the negative impacts. Commissioner Black outlined a plan to hold regular meetings with business owners, establish a dedicated project liaison, and explore alternative access routes for deliveries. "We're not ignoring their concerns," Black asserted. "We're actively working to find solutions that address their needs while still allowing us to complete this necessary infrastructure improvement."

However, business owners are calling for more than just promises. They want a seat at the table and a collaborative approach to problem-solving. "We're not asking for the project to be stopped, we're asking to be part of the process," said Henderson. "We have valuable insights into how the construction will affect our businesses, and we can offer suggestions to minimize the disruption. Simply telling us they'll 'try to help' isn't enough."

The Tooele County Chamber of Commerce has stepped in as a mediator, organizing a series of workshops to facilitate communication between the county and the affected businesses. The Chamber is advocating for a phased construction approach, prioritizing sections of the highway with minimal impact on businesses during peak seasons. They're also exploring the possibility of temporary parking solutions and traffic diversion plans.

The situation in Tooele County highlights a common challenge faced by communities across the nation: balancing the need for infrastructure improvements with the concerns of local businesses. Finding a solution that addresses both priorities requires open communication, collaboration, and a willingness to compromise. As the SR-301 project progresses, all eyes will be on Tooele County to see if they can successfully navigate this delicate balance.
